Regis A. Brown, sentenced to life plus 20 to 40 years in prison in September after pleading guilty to charges in the murders of his wife and stepdaughter at their Fairview Township residence in March, has been charged in another homicide.

Felony counts of criminal homicide, aggravated assault, and intimidation of a witness or victim were filed by the Pennsylvania State Police in New Castle on Wednesday against Brown, 59, in a killing in Hickory Township, Lawrence County, on Dec. 26, 1988.

Brown, who is serving his Erie County sentence at the State Correctional Institution at Camp Hill, had not been arraigned on the charges as of Wednesday afternoon. An official in the office of District Judge Scott A. McGrath in New Castle said Wednesday afternoon that a video arraignment is being scheduled.

Brown is accused in the new homicide case of fatally shooting 45-year-old New Castle resident Kenneth Bryce Tompkins in Hickory Township. Tompkins was shot twice in the back with a .38-caliber revolver, according to information in the criminal complaint.

State police wrote in the affidavit of probable cause accompanying the complaint that Brown and another person were initially developed as suspects in the homicide.
